He said I'd be better off with him repairing my W 7 than spending a lot of $$$$$$ for a W10.

That right there is a pretty good start. He may not be into shoving Operating software down peoples neck.
Did you mention SP1 and IE11? This would spare you the bother.

SP1 means a microsoft service pack that is a update package that is supposed to bring the operating system up to date with extra junk with one big download/install. The SP1 may be the last one for Win7, but it's needed to run up to date browsers.
