No, Judge Gorsuch wasn't on that 3-judge panel

The judges on the 10th Circuit Court of Appeals who presided in the case of Bandimere v. SEC were Judge Scott Matheson and Judge Mary Beck Brisco, who ruled in favor of Bandimere, and Judge Monroe McKay, who dissented.

I don't think that the case has yet been appealed en banc to the whole 10th Circuit, so Judge Gorsuch hasn't been involved yet.
