How do I know that? Let's start with my 28 years of active duty commissioned service in the Army as an intelligence officer. And now 18 years and counting as a defense contractor supporting the Army.

Yes, I know a couple of things about the Army, Information Assurance and Army contracts.

Contracts are competed and awarded based on the evaluations of all responses to RFPs (Requests for Proposals), not awarded based on letters from unknown parties.

Can't just write some 3 star General who happens to be the CG of US Army Europe or even the President Elect and expect an award. Why I bet even CEO Mark Kay knows this.
