Good Guy - is it accurate?

What happens when there are 11m legal shorts... somewhere, those shares are sold and not delivered. Are those shares counted in the float - when somewhere in this chain, they haven't been delivered?

Hopefully you understand what I'm trying to ask, although I may not be making myself clear.
