I think that depends on the purpose of the RS. In this case it is to in fact uplist. Once uplisted it will be worth 9-10 times more than a penny stock. It will get a proper valuation. To get the real upside here you need to stick it out while SPCL goes through the motions. So the RS is for the best possible reason in a shareholder's interest.
