This gentleman's name is "Manny" otiko

Someone help me find who this man is.

His main language is Yoruba a Nigerian dialect also said to be uses by "Christopher A. Otiko" they both are said to live in Southern California the thing is the FBI has Chris otiko in files but this Manny looks exactly like him to a T
