There was a public comment period before the rule was finalized.

Who's going to take the DEA to court - TAUG? Until someone does, and wins, no mainstream channel is going to touch anything with CBD in it.

BTW, legal pot is big business. Legal CBD oil isn't. Odds are much less that someone will pay for going to court over CBD.
