The "119 Managers" reference in the press release is to 14 CFR Part 119 which requires 5 management positions for a 121 airline.
Director of Op, Chief Pilot, Director of Maintenance, Chief Inspector and Director of Safety.
Four of these positions are really hard to fill as they require recency of actual 121 management experience. I doubt any of the original managers would qualify anymore without a waiver.
