I'm former Navy who's been "retired" around 4 1/2 years, but there are some lessons you don't forget. I was assigned to a headquarters component and dealt with Systems Command Program Managers, the Research, Development, Test & Evaluation (RDT&E) community, and other agencies outside DoD. These entities live & breathe by REQUIREMENTS. Seeing that "buzz word" (at least to me) in the Cubic/Wave announcement touched a nerve.
It seems that Cubic agrees that Wave's met one or more government requirements it couldn't meet, and therefore wanted the partnership to stay in the systems procurement/acquisition loop. I theorize that there may be good-to-exceptional potential of a larger role for Wave's technologies in the future.
I tend to look at the "big picture" and see potential here, even if it might be slow-going at first...hence my optimism. I've seen concept of operations (CONOPS) plans started by one community (i.e. Intelligence) gain steam and then pieces of it adopted by others (i.e. Communications, Weather, Logistics, etc.) out of sheer necessity for maintaining INTEROPERABILITY. History might repeat itself and I'm hopeful adoption of Wave's technology will expand as a result.
