Bear in mind - Rumsfeld was able to get a neurotoxin, "Nutrasweet" approved by the FDA. With influence all things are possible.

Hopefully not everything will be up for bid and treatments like 2-73, whose safety profile far exceeds the current SOC, will benefit.
