Good question! As you are aware H.R. 5293 the DOD Appropriations Act, 2017 passed in the House and was sent to the Senate. According to NPR that Senate vote is scheduled for this week AND
the bill is expected to pass. It will then be sent to POTUS for signature into law. Until that bill is enacted the DOD does not have the funding to make any new large purchases that were not already in the pipeline to be paid with the prior appropriation.
Consequently, I ask readers to contact their US Senator and urge them to vote yes. Only then can things even start to come into fruition. Sorry to be the bearer of bad news but that's how it works.
