So I'm in my 17th year of gov contracting, and the regular budget lines each agency, etc, carries even under CR is large, and available for large system purchases (in the past few months from one agency alone I've seen $800M, 3M, and unknown to me buy somewhere in the middle, which includes software and support). These are just what I've seen first hand, and same agency has purchased other systems.
There's money for a bulk purchase of a product like what SFOR offers. Also, it probably wouldn't start or even end agency wide, which is pretty rare, but rather offices, directorates,etc, within an agency (software companies make out like bandits this way).
All I'm saying is that the CR isn't an issue, it's awareness, which is what your efforts are going to.
