One billion dollars is small change to them in light of the fact they would then hold all US patents and soon the international one. They may in fact be waiting for that to be granted before they make their move. Then they would be well positioned, already having a US subsidiary and Manhattan office to enter the US market. I imagine they would offer the same type of mobile banking cyber security services they rolled out in Asia just last month. They already are Asia's largest telecom provider so this might make sense to them.
