Well, there are so many shares outstanding, which makes it very difficult for the PPS to improve. In addition, a rev split would improve the PPS. Thus, making the stock more attractive to potential investors in BIEL. IMHO! Of course, there are other beliefs that a rev split is always bad for the shareholder in almost any investment situation. But nonetheless, GO BIEL!!
