An applicant must show that the company's shares have traded at or over $0.25 for 30 days. By my calculation VTSI(D) just passed this threshold a very short number of days ago. Also, administratively speaking, in order to make an application the company also has to prove the number of round lot holders having in excess of 100 shares. Because of the RS the transfer agent needs about 10-14 days to finish the process and deliver the required numbers. That being said I would expect an application to be made at any time and an uplisting is very much possible before the end of November.
