I picked up another 3700 on Friday at 2.7 and would buy more if I could!

Questions: Is there a requirement/reason the uplist can't happen before end of year numbers come out? Seems it would be good to uplist prior to what could be great news. Couldn't the paperwork have been prepared prior to the split and ready to go maybe right after Q3 numbers? I know this has been bantered about but I haven't seen the EOY numbers as a requirement anywhere and looks like the rest are satisfied?
