It is about trade deals that Mexico has with other countries that the U.S. doesn't have. All auto companies do this because of the tariffs that are assessed exporting from the U.S. it has very little to do with hourly wage although there are some savings but nothing like a huge tax levied on a small car makes it a losing venture. Ford actually is one of the auto companies that has less in Mexico than others.
