If you read the filings, unfortunately he can't reduce A/S until some of the convertible debt is either off the table or the PPS goes up and stays up. The only reason it got raised in the first place was to maintain compliance with the terms of convertible debentures that required there to be enough shares in reserve to cover entire debt at whatever the current PPS was/is while creditors plundered for profit as they typically do.
