KnowFear, I respect your opinion and whatever reference exists. I though have to more trust my personal experience working with BP on all continents. I participated in a $2.5B investment in Ireland on 1 campus, obviously intended to do more than what is needed here, yet. I am not sure your endpoint, but, what I can tell you all is that I think (IMHO) your focus on Cognate is appropriate given the relative size of the investment, but, winds up with a wrong suspicion or conclusion. It is not your job to determine the optimal mfg strategy it is LP and her team's job to do so. Hindsight is easy, I only ask you wait until the L P3 is announced and then apply hindsight. If it fails the investment will certainly have been too high at this stage, no matter how well it supported the regulatory strategy. But, if L has a successful P3 it will turn out to be the correct mfg strategy.
