Brokers have learned to wait... if they don't have certs in hand

they will keep the temp symbol or number until they get them....

helps investors against naked shorting... selling of shares without having the actual shares in the account... think about it. why do you think naked shorting became an issue? because of exactly what most want... to trade the stock before it is even accounted for.
