And I guess my additional thoughts on this would be the following.:

What that document appears to outline is an approach toward what I consider a more "offensive" approach to the battle-field. A way in which they can quickly deploy an asset over the region of interest and "set up shop" for other assets to be deployed into the Net. Although I see the value in this scenario, I can also see where it lacks in elegance and becomes entirely specialized.

In the case of Sanswire's commercial strategy however - we have elegance which allows for home-based, pre-defensive, and defensive security and Earth sciences enhancements to the platforms as they reside above our country [or any other host country who establishes the same Network incorporating the airships]. By deploying a reliable, stable vehicle, - without the risk associated of loss of vehicle or payload - the government will be able to make agreements with those commercial operators to harvest a host of options toward National Security and Border Control.

In the sense of DARPA ISIS then, I must note that ISIS was originally a sensor platform conceptualized a long time ago, which was meant to provide security to the borders and various homeland regions - as a blanket of sensors and databases. That initial deployment of technologies miserably failed, and it was name-changed a couple times until it became what is now appropriately known as "SBInet". ISIS has since departed from the same strategy, but it appears that it's also a part of the total SBInet strategy.

But again... Is it more reasonable to conclude that a commercial platform near a bordering country would provide a better platform for the SBInet system and Homeland Security than what ISIS is proposing for their airships? It seems to me that the differences in design alone would prove that this would be a more elegant approach... And I hope of course all government parties monitoring this activity are thinking in the same way that I am, if at least a scenario of what would save tax-payers more money, but continue to provide a value-added solution to such needs. (Killing two birds with one stone.)

Just more thoughts - an ellaboration of what's on my mind, if I might be so bold...
