That is actually just human nature really.
If it takes 50 shares to drop the pps a penny it will 51 or more to make it recover.

So short 100000 shares at 2.30 and the pps drops to 2.20.
Cover 100000 and the pps climbs back to 2.29.
Rince....repeat
Make a bundle if you dont have commission to pay.
