Three states (CA, MD, and WA) have issued Cease and Desists to John Owen. The SEC declined to prosecute because individual states already did the prosecution, successfully.

So Mr Owens got a slap on the wrist and is free to operate in the 47 other states

Nothing about CDNL or KJ in this cease and desist so why is this even up for discussion, just going round in circles here.
