ezillionare, I wouldn't call it a flag. It's just a piece of information that is represented inaccurately here on iHub. Nothing more.
A reverse split per se it nothing unusual in penny stock land and Dr. Damaj didn't do anything wrong by executing an RS to uplist APRI to NASDAQ.
