Round 1, Round 2 and Round 3 are separate funding opportunities.
X amount of companies funded in Round 1. NEAH was not in this group.
NEAH submitted in time for round 2. The battery was awarded in Round 2 so they can move forward with the analysis of the battery. The Fuel cell did not show as being awarded, however they may be limited to a per company award vs a per proposal award.
Round 3 is another funding round which was closing in October and now appears that the timeline may be changing.
As for announcing, I doubt that NEAH would be prohibited from announcing due to having something in round 3, as they were not prohibited in announcing that they were a semi-finalist in July.
As I mentioned, the most important thing is the validation that yes NEAH has a battery, and the worlds foremost experts on batteries in the world today will be performing a deconstructive analysis and be able to measure the degradation of the battery and maybe find a way to extend the life of the battery and improve it.
I am almost "Enthused" myself.
