What it probably means is they can sell up to 19.9% of the company to various institutions at market price. The last two quarters institutions have doubled their positions. They have bought shares in the $4-$6 range.

There is a market. Instys want the best price possible.

Not very complicated.

Of course this price war would become irrelevant if a partner signs on for a major part of the funding. They might want to buy some of those shares too.

IMO all of these options are in play until Missling makes a decision and an announcement. Perhaps he is delaying this decision waiting to see what's behind door #3 - government & non profit grant money.
