Li ain't dumb, he is not going to give them the money until he is sure the thing is going to click as he has planned.

Giving Steipp and crew the remaining funds before he knows they are going to do their jobs (rather than getting fat as his trough) would have been like giving an addict a line of credit at his/he place of purchase.

It will be a miracle if this investment ever pays off ....
