company sets the price on an IPO based on a brokers' guidance, etc....and so can any company set their price out of the gate on a new sybmol, cusip, company structuaral change. IPOs just like this one can up and down. the reason is it is at a buck is because people don't understand it yet. But rest assured when the price gets reset after the halt. Shorts will be running scared, thinking it was never possible.
