Edit: I see you found my explanation, so I will add just a little here. Others may, or will, see it differently.

Using short sales is a common tool of MMs to stimulate liquidity when volume is very low, that is when shares become illiquid. A reluctance of MMs to use that tool is shown by such incredibly low volume short sales. Combine that with bid stacking below "best bid" along with hidden bids, and there seems to me something going on. It certainly shows a temporary timidity toward its use by otherwise very aggressive market making tacticians.
