This is second hand and I have reason to think it is true -

Why are the shorts so confident heading into data?


They are not confident. However, they know that if they want to short in the future in the event of bad data or a huge run in share price they have to reserve shares now.

Reserving shares now only costs the shorts interest money. They can decide to cancel the reserve or follow through with the short later.
