PTN - .54 Good or bad?

They only have 23 mil left in cash after the end of Q1. Burned nearly 13 mil in Q1. They say they should have enough to last through Q3 which is the same time Phase III results are due out.

Looks like they will have to raise money. Opinions?
Stock appears cheap here other than the possible cash raise.
