this move was probably from yesterday's PR. people are noticing the potential of this anda approval and want to get in now. Along with day traders noticing this on penny site as a "hot" stock. no reason why this wouldn't go higher before approval. seen many penny stocks go to high .60s+ from pennies on just hearsay.
