I am not sure what your disjointed discourse actually means, however that was not an article.

One is what NEAH proposes to do in their supposed DOE project if it comes to fruition.

The other is a description of a process from Argonne's laboratory's website as to what they do that very few other labs in the world have the capability of doing.

To connect the dots for you...those two descriptions match.

Not saying it will happen but saying if there is a National lab corroborating with NEAH, there is a chance that this is the one due to the process described.

That will not be revealed until the DOE awards the grant, if ever. They may not; and with NEAH's track record its up in the air.
