Float can be misleading and restricted shares used as payment usually benefit the recipient before the common shareholder. If there is no stock to be had on the market then all we get are paper gains. Liquidity is needed for anyone to make a buck and if retail ends up buying convertible/restricted shares then the SP wont really move nor have any staying power. It will be first out who realizes any profit.
