A U.S. Government contract would not be in effect until 1 October (start of the new FY).
Because they are dealing with a security issue, (their cybersecurity) they may request a PR delay until details of their budgets are publically made available in the Federal Register or other venues. They may not want to give the bad guys a heads-up they're up against SFOR. We'll just have to be patient.
