1) Just because one research group performed one scientific trial DOES NOT mean that it becomes widely excepted as a standard. Read the paper...
2) You didn't read the research article, because if you did, you would note that their results do not apply to the use of a marijuana breathalyzer (has not been conceived to this date, anywhere in the world) for the detection of THC in breath, this just talks about the relationship between amt of THC (concentration) and how high one is (level of impairment, implied) and trials will need to be conducted with a device, several times over to elaborate on the relationship.
3) The trials to be conducted will likely require years in order to gain evidence/collect data that suggests the device accurately determines THC concentration in blood and the government will use the data to make informed policy decisions as to whether they accept the device to be used at all.
4) Once again... this is going to take a long time, not overnight.
