Well... in this post, and pertaining to the University Hospital in London, the link takes you to a document where they show the delay is due to the sponsor. So I'm not really sure what can be made of these two findings.

Seams fairly clear.

At U.H. London the delay last year in enrolling the first patient was NWBO's fault for being slow.

At U.H. Birmingham they never did enrol a patient, so the delay now is blocked by the partial hold, and they are saying this is not NWBO's fault.

The purpose of the 2 documents is for this NHS project to speed up the trial process. In particular, if the trial does not enrol a patient in 70 days they want to know why.
