FINRA doesn't easily grant R/S for companies who file late and adhere to SEC reporting guidelines.
Don't recall the last time FINRA granted a R/S for companies who have audited fins and file on time.
Digital Brand Media didn't file a 15-12G making a R/S happen overnight if they went this route.

Only thing certain is there's bid support and not many 2s to churn through.
Could be worse and yet it's not.
