We need at least a 20 to 1 reverse split to get the price north of $3.00 a share. Based on past RS's by other companies, even those with great financials, the price tends to fall after the split. So a 20 to 1 today would get us to $3.50, a 20% haircut would still leave us at $2.80.

Anything above $2.00 a share means the institutional investors could buy this stock.

I'm going to find out more about this as my cousin is a money manager with his own firm, he has expressed an interest in VTSI but is constrained by the price. Not sure if being on the PINKs makes any difference.
