In business the key word is "timing" all business PR's would not be just thrown out to the public arena until strategically significant taking response to the PR into careful consideration to maximize positive results. So what you may see as irrational may be quite the opposite in reality. There are many ways to stimulate the stock and throw it all out at once is counterproductive . Yes it's as simple as that , "timing". Just my opinion have a great night.
