Those circulating lymphocytes take time to build up because lymphocytes are first drawn to the site of inflamation, where they become educated for the fight. Then some develop into immune memory cells and go into circulation. As the fight begins to end locally circulatory immune memory cells build up systemically. In solid tumor cancer, all of this is predicated on being able to control the localized tumor environment long enough for this full process to occur.
