I have accounts with both Scottrade and Etrade.

Each ticker passes on a cost (micro-pennies per blocks of shares) to the brokerage houses to handle the trading of their particular stock. This cost covers things like paperwork, certs, transfers, etc. Regarding SFOR, the cost carryover to Scottrade does not meet their standard of customer satisfaction, meaning Scottrade has determined that the carryover cost to the customer is too much. So they don't trade it.

As an investor or trader, you always need two brokerage forms when trading pennies. Even though I have been with Scottrade for many years and I seldom have this problem, Etrade is the best and is less expensive for trading/investing pennies.
