It seems like tranche 5 has been hanging out for years. Remind me, p's are class 18, U's are 21, and both are tranche 6- correct?

Also, it seems like there are an awful lot of things that need to happen that are not happening before action can take place with tranche 6.

Also, could someone explain why if we have 130b coming back why we can't just give 10b of that to the db folks to hurry this along if it is the db holding us up for the next two years??
