If he confirmed the FLOAT at 2 billion, then either the CEO or some on this board are lying. That means the outstanding share count is much higher than 1.5 billion. That also means that dilution has occurred.

Somebody is not telling the truth here, or Trendtrade2016 doesn't understand different types of share structure.
