The only question is how to interpret the quote in business terms. The collaboration/partnership may be negotiated with regard to a term sheet. But has the deal formally closed or does some type of milestone need to be satisfied before closing?

There's nothing to say this isn't good/great news, but a formal closing may need to occur first before an announcement is made. Could it be they're waiting for FDA approval of the phase III for L - is that linkage a possibility; that one must happen before the other?
