Yes, it is controlled by scammers originally based in Canada.

Namely Jean-François Amyot and Andrew Barakett.

The former is currently a fugitive on the run from the US authorities, and both are under investigation by both the SEC and the AMF for their role in the WDRP scam.

They've installed puppets to run WDRP.

That's why no one had ever even heard of "Eric Brown" before he miraculously appeared as CEO of the WDRP scam and CFO of fellow scam UAMM, and why the Internet has no trace of his existence before this "appointment". (You might also ask who actually appointed him.)

If he does actually exist (which he likely doesn't), he's probably a pool boy at one of Amyot's country houses, or one of Barakett's rent boys.
