The tests and reports I am talking about are not for grants etc. They are tests being done by the government and like entities that are trying to come up with standards etc. for fuel cells and similar energy products. I am not meaning research in that since I am meaning in the sense of they have what they have and they are making ways to improve it test it to the limits etc. SO they can come up with standards etc.

I am talking about long extensive ongoing testing planning and collaboration between these companies and entities.

So I am not declaring victory over nothing I am just stating the obvious this was not anything that happened because something recent happened its just that seems to have been in the making for a while.

Basically what I am saying is they are currently undergoing phases to come up with an actual infrastructure for fuel cells is what it seems like. Something beyond mere grant money and being involved in that could go along way or maybe not. But its worth a thought.
