Didn't Gary F Kimmons sell discounted shares?

Is the reason the PPS is over $2 is because of a 1 for 2,000 share Reverse Split? And is the reason the 5th Reverse Split took place is because of all the shares Gary F Kimmons dumped? So how can it be that Gary F Kimmons wasn't selling Company shares? Just because he didn't file to sell personal shares how else did the oustanding share count swell from less 12 Million shares after the 2011 R/S to over 1 Billion or maybe 2 Billion before the latest Reverse Split in 2015?

Who was selling all off those shares causing the O/S to rise?
