Why IMO hasn't this Company COMPLETELY-FINISHED Anything?

Hasn't this company been using pretty the same sales pitch since it started over 20 years ago? YET has NEVER GENERATED REVENUE?

Why Five REVERSE SPLITS since 2002?

- Why is this company after 20 years still calling itself a Startup?

- Why is this company after 20 years using the Developmental Stage tag?

- How could a ZERO REVENUE company compensate Gary F Kimmons over $700,000 dollars but tell the public it couldn't finish its 2009-2011 SEC 10K due to cash flow issues?
