It's not the 10-Q. It's an amended 10-K

You're absolutely wrong that the 10-Q was filed.

What Winters/Conway filed was the Amended 10-K for FY 2015 that added the financial exhibits and a few other things that should have been in the partial 10-K filed on Jan 13, 2016.

Of course, when Conway did file the partial 10-K on Jan 13, he wrote the following on this board:

There will be amendments in the next few days to the filing - the address is just one issue to be corrected.

Apparently when Winters wrote "next few days", he meant, "in one month".

Finally, the 10-Q for 1Q/16 (the quarter that ended on Dec 31,) is due on Tuesday, Feb 16.

I could be wrong, but I expect a NT 10-Q to be filed (Notification of Late Filing) either that day or the following morning.
